DB should be unlocked by server on a clean shutdown.
There were a problem with long delays on shutdown, but it was fixed in
0.2.9, i belive.

Can you describe your setup? How do you shutdown netxmsd?
Currently, legitim ways are:
1) send "down" command using "nxadm" tool
2) kill -TERM $pid

Also, you can use a workaround: add "--check-db" flag to netxmsd's
arguments, it should do the trick.
