New alarm system - summary

Hi all!

Below is a summary of new alarm system - based on proposals made on this
mailing list few weeks ago. I'm planing to implement this in version
0.2.14, scheduled to be released in September (most likely at the end of
September).

1. Alarm should have three states:
        1. Outstanding (Active)
        2. Acknowleged
        3. Terminated
2. Repeated alarms can be identified by alarm keys (generated in event
processing policy in the same way as now)
3. If alarm is repeated, it's state changed to "Outstanding" and repeat
count increased
4. Alarm should have two timestamps: creation and last change
5. Alarm should have change history
6. Will be possible to add comments to active alarm.
7. Will be possible to add operator instructions - when alarm is being
generated in event processing policy, with possibility to use macros.
8. Alarm key can be used to terminate (close) alarm automatically.
9. Alarm should have help desk status flag: Ignored, Open and Closed. If
alarm is in "Open" state, system should not allow operator to terminate
it.
10. Alarm can have two severity attributes - original and current. In
most cases, current will match original, but there are possible to
configure event processing that repeated alarms will have different
severity.
11. There wll be configurable alarm groups, and event processing policy
will determine to what group(s) alarm will go.

Hope that everything discussed is covered. I'll start to work on that
as soon as we release 0.2.13.
