Title: Send alert when DCI states error

I would like to be able to setup an alert when a DCI states an error, what is the best why to do this? I would like to only do it on a couple such as PINGTIME, it would be nice to be able to set the threshold not like error so when it sees error it creates an error.

Yes you can create event on data collection error. Screenshot of threshold configuration attached.

WOW how did I miss that, thank you so much

trying to create a rule so that I get an alert when a device is only down 5 minutes not right away.

If Ping DCI is polled once per minute you can set "Samples" to 5(1min*5 = 5min). This means: if last 5 values returned collection error - generate Event. Same as last 5 min offline.
