After installing the server (with sqlite option) I tried to start the NetXMS Console.
The error message is:
Locking is not possible in the directory c:\netxms\bin\configuration\org.eclipse.osgi.
UAC is disabled and I installed as domain admin
Any help ?

Solution is to run the console as Admin >> UAC is disabled but running as admin is neccessary.
