Everything worked out.

I activated the user "system". I gave him the password. I came in the name of this user. I was able to establish all the necessary permits.

I started to configure access to subnets. Created a couple of users and groups. Added a group to subnet accesses. After that, on behalf of the user admin, I can not change the settings of these subnets.
After trying to fix the problem, the main section of all subnets disappeared.
Please help to fix this.
I'm ready to reset all access settings by default.
