Is there a way to watch for a registry key change?
We have an app that seems to be changing a registry key, but can't work out under what circumstances it does it.

No, it's not available.
If you need to resolve single issue, I suggest to use Process Monitor from Sysinternals (http://technet.microsoft.com/en-us/sysinternals/bb896645).
